Verdict semantics

1. Clear. No relevant hits in identical or adjacent classes. Phonetic and semantic distance above threshold.
2. Watch. Partial overlap, inactive mark, close phonetic match. Requires manual review.
3. Conflict. Active mark in an identical class with high similarity. The file recommends against filing.

What the file contains

1. Hit list with register ID, class, status, owner, priority date.
2. Similarity scores per hit (phonetic / visual / semantic).
3. Hash chain over all hits and the verdict output — tamper-evident.
